‘The Mandate’ is a document setting out the Government’s overall objectives for the NHS. It highlights those areas of health and care in which the Government expects to see improvements. The first Mandate was published in November 2012 and details a broad set of objectives which the NHS need to deliver on between 2013 and 2015 in order to help improve the quality of care.

How will CCGs be funded?

The NHS Commissioning Board (NHSCB) has announced that it is working on a new formula for allocating Clinical Commissioning Group (CCG) budgets. The ‘Fair Shares’ formula is designed to take into account information on each CCG’s population, down to the individual patient level, when assessing the overall needs of each CCG area. The NHSCB will make a decision on whether to use the formula to inform CCG budgets for 2013/14 in October and the final budget allocation for CCGs will be revealed in December.

The Commissioning Outcomes Framework (COF) will assess the quality of the services commissioned by Clinical Commissioning Groups (CCGs). It will become operational from April 2013, when CCGs take on full responsibility for commissioning.
